The obverse features the third portrait of Queen Elizabeth II by Raphael Maklouf, with the inscription ELIZABETH II DEI GRATIA REGINA F D. The reverse, designed by John Lobban, features the crowned cypher of William and Mary (WM) intertwined with a parliamentary mace, with the dates 1689 and 1989 below and the inscription TERCENTENARY OF THE BILL OF RIGHTS around the design. The coin is struck in nickel-brass, weighs approximately 15.98 grams, and measures about 28.40 mm in diameter.
